About the SERU assessment

The Safety, Equality and Regulatory Understanding (SERU) assessment is part of applying for a London PHV driver licence. TfL says it checks your understanding of safety, equality and regulatory matters and your ability to read and write English to the required level. Its questions are based on the PHV Driver's Handbook.

In January 2024 TfL said the assessment is not meant to be a memory test, and that it would trial letting drivers refer to the handbook during it. Check the current arrangements with TfL before you book.

How our practice works

  • Questions are written by us from the handbook text. They are not official questions and we do not copy them from anywhere.
  • The mock test uses our own format: 30 questions across all sections. TfL does not publish a question count, time limit or pass mark that we can confirm, so we do not claim one.
  • Weak areas looks at your history and serves the questions you are most likely to get wrong.
  • Progress is saved only in this browser. Nothing is sent to us.

Common questions

Are these the real SERU questions?

No. Every question here is our own wording, written from the handbook. We do not have, copy or model our questions on the official assessment, so a score here does not predict a result in the real one.

What is the SERU pass mark?

We have not found a pass mark in the handbook or on the TfL pages we use as sources, so we do not state one. Ask TfL or check its booking information. Our scores are for your own practice only.

Is my progress saved?

Yes, but only in your own browser on this device. Nothing is sent to us. If you clear your browser data or switch device, it starts again. You can reset it on the progress page.

What does the SERU assessment cover?

It is based on TfL's Private Hire Vehicle Driver's Handbook. Our questions follow its ten sections, from driver licensing to ridesharing. Read the handbook itself, which is the source for the assessment.
